ICT as a catalyst in democratic processes

The goal of this workshop is to create a forum for sharing knowledge and experiences on Information and Communication Technology for Development (ICT4D) and democracy.
The recent revolutions in Tunisia and Egypt have underscored the pivotal role of social media as a catalyst in democratic processes. However, many people in developing countries still lack sufficient access to information and participation in political and civil processes.
The discussion will focus on areas where ICT can play a key role in enhancing citizens’ participation in democratic development. We distinguish between three general levels of ICT use to advance democratic processes:
- ICT for empowerment – ICT for horizontal communication and networking among individuals and civil society, and to strengthen democratic participation.
- e-Governance – ICT in the interface between the government and citizens, to improve interaction and feedback between government representatives and citizens.
- e-Government – ICT within government, to increase efficiency in interactions and information flows between government departments and state organs.
